London has over a million dwellings in the private rented sector. A third of private renters are dissatisfied with their housing, the greatest rate of all tenures. Many private tenants are unlikely ever to qualify for public housing and are financially excluded from ownership. More families and older people remain in private rent and spend more of their income on housing costs than those in other tenures.
It is not just the higher cost, but the disempowerment in making changes to, and looking after your home, coupled with insecurity, which makes putting down roots difficult. Stable housing allows more people to plan for the future, not dictated by market fluctuations or the fortune of individual circumstance.
Collective Ownership can transform the direct experience of renters. With sufficient scale, it also provides a wider incentive for better standards and an independent mechanism to temper property market speculation, as seen in other countries with large co-operative housing sectors.
